The Union of Choice for Senior Managers
and Professionals in Public Service
Decades of campaigning by... the FDA... led, in April 2010, to the civil service and its values being put onto a statutory footing with the enactment of the Constitutional Reform and Governance Act.
Successful lobbying for a Civil Service Act
Decades of campaigning by a broad coalition of the FDA, the Public Administration Select Committee and the Civil Service Commissioners led, in April 2010, to the civil service and its values being put onto a statutory footing with the enactment of the Constitutional Reform and Governance Act.
Won grants to improve services for members
In 2007 we successfully bid for resources from the Union Learning Fund (ULF) and the Union Modernisation Fund (UMF) to fund two important projects to benefit members.
The ULF-funded project - FDA Learn - helps members get the most out of the Professional Skills for Government Programme and offers further careers guidance. In January 2010, the FDA secured further ULF funding for a second phase of the project, which is based around responding to the recession and diversity issues.
The UMF grant has funded a project to provide the this website and an integrated membership database which is facilitating communications amongst members, our democratic structures and other audiences.
Protected and improved members' pensions
We successfully protected our members' pensions when the Government sought to cut them, without dialogue or negotiation, in 2005. We, along with other civil service unions, also worked together to negotiate improved flexibility for our members' retirement and a quality new pension scheme for new civil servants from July 2007. We also won the right to participate in the governance of the civil service pension schemes, ensuring members have a voice in any future change.
Secured review of pay and performance systems for Senior Civil Servants
We actively promote the interests of the Senior Civil Service (SCS), and secured a long-desired review of SCS pay and performance-management systems. The FDA works with the Senior Salaries Review Body, which sets SCS pay and performance systems.
Delivered better pay for members
Who speaks for the managers? We work side by side with other civil service unions to negotiate pay agreements in each government department, securing the best possible packages for our members. These daily achievements don't make the headlines, but they generate real benefits for members.
Won equal rights for those on fixed term contracts
A significant legal victory for those on fixed-term contracts across government was secured by lawyers working on our behalf in 2005.
A south London tribunal ruled in our favour that those on fixed-term contracts have the right to the same redundancy payments as those on permanent contracts. The ruling resulted in significant redundancy payments for the members being represented, and set a precedent for others on fixed-term contracts to be able to seek the same rights.
