In response to an approach made by the FDA late last year, the Cabinet Office has published a series of high-level principles designed to ensure that a consistent approach is taken across the civil service with regard to job security measures for fast streamers. These principles have been endorsed by both the FDA and the Permanent Secretary Employee Relations Group.
Caroline Milton, FDA national officer with responsibility for fast stream issues, said: "There is still a great deal of concern about how fast streamers will be affected by departmental restructuring and the reduction in the number of Grade 7 vacancies. But these high-level principles at least represent a very positive start. We are pleased that the fast stream team at the Cabinet Office engaged so constructively with the FDA on this issue and we are indebted to our FDA fast stream reps, who made several very helpful suggestions which have been incorporated by the Cabinet Office within these principles."
Departments will also be expected to encourage senior fast streamers to ensure they have gained experience in operational delivery, and commercial and/or managerial roles - which may include private or voluntary sector placements. Senior fast streamers should also be encouraged to have obtained broader experience outside their parent department.
