FDA responds to Hutton pay proposals

Responding in the media to today's publication of Will Hutton's Review of Fair Pay in the Public Sector, the FDA has described as "ill-conceived" the proposals to link pay to performance for Senior Civil Servants though a system of 'earn-back'.

The union said the proposals would potentially create conflict with ministers who have ultimate responsibility for spending decisions and setting priorities.

Interviewed on BBC News at One, FDA general secretary Jonathan Baume said: "Setting targets and measures at the beginning of the year that will stand the test of time until the end of the year and can be measured in a fair way is very difficult to achieve in practice. It does seem like a very blunt instrument, although all public sector managers are keen to move away from the constant and relentless criticism about pay levels."
