Our governance

The views and priorities of FDA members guide everything we do as a union, and the FDA’s Executive Committee (EC) plays a vital role in this.

The EC is elected though a series of constituencies, ensuring that it remains representative of the breadth of the union’s membership. Its elected members bring a wealth of public service experience to the running of the FDA, and make sure that decisions taken at the FDA’s Annual Delegate Conference (ADC) are put into action.

The EC also looks after the union's affairs between conferences, and holds meetings with the General Secretary and other full-time FDA staff at least six times a year. Elections for Executive Committee positions are held every other year before the Annual Delegate Conference and successful nominees are appointed for two-year terms.

Tony Wallace

President

Tony is a Tax Professional in HMRC working to ensure that the UK’s largest businesses pay what they owe. He joined the FDA in 2002 on completion of professional training and is currently Secretary of ARC Nottingham Centre. Tony has been a member of the FDA's Executive Committee since 2012 and was proud to be President of ARC until 2016. He previously served as Vice President of the FDA from 2016, under Gareth Hills, Fiona Eadie and Vicky Johnson. Tony has been delighted to work for all FDA members and strongly argues that civil servants receive respect for their professionalism that they deserve. Tony was the face of FDA’s recent petition calling for a champion for civil service pay, which attracted almost 6,000 signatures to the Minister for the Cabinet Office.

Leila Kelly

Vice President

Leila is a Senior Lawyer in Treasury Legal Advisers, a division of the Government Legal Department. She joined FDA in 2010, shortly after joining the Department for Communities and Local Government as a Legal Trainee. Leila served on the FDA’s branch committees in BEIS and GLD, and was the convener of the GLD Branch for several years.  She became a member of the Executive Committee in 2018 and was elected as Vice President of the FDA in 2022.  Leila is proud to represent FDA members and is keen to help them to improve their working lives.

Margaret Haig

Vice President

Margaret is a Policy Lead on copyright in the Intellectual Property Office (IPO), part of the Department for Business, Energy and Industrial Strategy (BEIS). She originally joined the Ministry of Justice (MoJ) in 2004 and became a member of FDA in 2007 as an internal Fast Streamer. She has served on both the MoJ and BEIS branch committees, being elected to the FDA Executive Committee in 2018. Margaret has represented FDA several times over recent years, including presenting on green audits at the European Trade Union Confederation, planning FDA centenary events, moving motions at Women’s TUC, and chairing Women into Leadership for the first time in 2019 in Manchester. Margaret was honoured to be voted a Vice President of FDA in 2020 and wants to ensure that FDA members of all grades and all backgrounds are represented in our work and campaigns.

John McCullagh

Honorary Treasurer

John is a Policy Adviser in the Ministry of Defence. He first joined the FDA Executive Committee in 2009 and became Honorary Treasury for a first term in 2014 which ended in May 2018. Rejoining the Committee in July 2019, John was honoured to return as Treasurer in October 2023. In addition to his Executive Committee work, John has been the MOD Branch Convenor for over a decade. John’s main aim as Treasurer is to ensure the continued financial viability of the FDA while minimising the burden on our hard-pressed members.
