The work of our members in HMRC helps fund vital public services. We campaigned for, and secured, large-scale investment needed to close the tax gap.
About this campaign
Every £1 spend by HMRC on compliance work returns at least £6.30 to HM Treasury. This is what allows governments to pursue their public spending priorities.
When these functions are under-resourced, the work doesn’t disappear. The tax gap grows, taxpayers wait longer, and employees lose millions of hours a year to broken technology. This costs the country far greater than any “savings” ever deliver, and it falls on civil servants to make up the difference.
In 2024, the FDA’s HMRC section ARC called for any incoming government to make large scale investment into HMRC compliance and customer service to help close the tax gap and help fund public services.
Our proposals were included in the Labour Party’s 2024 manifesto, and since entering government, they have announced the recruitment of more than 5,000 new compliance roles – including tripling the number of places on the Tax Specialist Programme.

The FDA welcomes the inclusion of our proposals in Labour’s plan for large scale investment into HMRC’s compliance and customer service work, and is pleased they understand the need to invest in HMRC to close the tax gap.
The FDA was pleased to host a panel of the UK’s leading tax experts to discuss the findings of our landmark report, which suggests targeted investment in HMRC could deliver an additional £11.3bn for the treasury.
