Integrated Public Sector Pay and Workforce Policy ‘quietly hard-wires job losses into pay’ creating ‘permanent squeeze’ on staff, says FDA

Responding to the Integrated Public Sector Pay and Workforce Policy, announced in the 2026 Scottish Budget, FDA National Officer for Scotland Allan Sampson said:

“This policy quietly hard-wires job losses into public sector pay.

“By linking pay rises to workforce reductions, the Scottish Government is creating a permanent squeeze on staffing while simultaneously asking civil servants to deliver more efficiencies and more reform.

“Protecting frontline services by hollowing out the professional and managerial capacity behind them is not sustainable, and it risks weakening the quality, resilience and accountability of public services across Scotland.”
